Exploring the key Factors of Crew Resource Management Training under Emergency Condition

ABSTRACT

  In recent years, Taiwan aviation accidents continue to occur. The major factors that contributed to poor crew resource management include the lack of monitoring and cross checking. Therefore, effective crew resource management and accident prevention training might be the last line of defense. Current studies, Evidence-based Training (EBT) which proposed by ICAO and IATA, was used to analyze and provide efficient key indexes for evaluating flight emergency condition and. The main objective of this paper was to propose FAHP as an effective solution for resolving the uncertainty and imprecision in the evaluation of the development and conduct of a recurrent CRM procedures for helicopter flight crew. In this paper, we reviewed the research of industrial the development and conduct of crew resource management training at both home and abroad, discussed a theoretical framework for the study of aviation competitiveness, establish an index system with 6 first-order indicators and 17 second-order indicators, set up the implementation of more effective training  model based on simple fuzzy numbers from the Fuzzy Analytic Hierarchy Process, and evaluated the competitiveness of 6 major emergency condition. The results showed that this model and these indicators were scientific and practical. Response to an additional factor that was affected by MEL item during ground was the most critical "Communication";Adverse weather scenario, during take off and Landing in poor visibility were the most critical Decision Making, External NAV failure, loss of external NAVAIDs, during CLB, and Adverse weather, deterioration in visibility etc. requiring a go-around when visual circling approach, during the visual segment and Landing in poor visibility were the most critical Situation awareness;Loss of communications during approach phase, including go-around was the most critical Application of Procedures. These key elements of crew resource management training provided recommendations, in order to well reduce human error by setting above stages that promote flight safety management in accident prevention and flight training performance evaluation, thus, to improve flight safety.
