ABSTRACT

Every single national security event was resulted from a myriad of national security incidents. Usually it is difficult to analyze national security issues with quantitative methods, and therefore it is more common to find mostly qualitative analyses were used in those issues. But in the biggest drawback is this method per se often plunges into an authoritarianism model of judgments and it lacks a systematic thinking on hand. A model is might help leaders of a country and national security organizations to identify the incidents that might cause national security concerns. Using Piaget's cognitive theory combined with multi-criteria decision making methods, this article attempted to establish a national security crisis identification model(including three mechanisms: cognition, analogy, reference) to help decision-makers to identify and recognize the possible impact of those events on national security.
