This study took Content Analysis method and Grey System theory to probe the incidents/accidents of F-104 jet fighter within its service period in Taiwan. The Content Analysis took and developed classification principles into a subjective, systematic and quantitative data statement. This analysis method classified the essence of F-104 jet fighter mishap records into six different types, among them are as following: 1. skill-based level, 2. rule-based level, 3. knowledge-based level, 4. communication-based level, 5. judgment-based level, 6. leadership-based level. With these six major factors affecting to flying safety, the data classification, statistics and analysis quantity can be reached. In the mean time, owing the constrain of limited data quantity and distribution pattern uncertainty after divided into fine mishap levels, the mathematic statistics method cannot handle the variables and relationships among variables effectively, the essence of Grey System theory needs no huge data quantity and specific distribution pattern. Thus, use the correlation analysis of Grey System can lead six levels of flying mishap to reach the correlation coefficient.
Finally, this study took learning curve data of flying safety constructed by time series to conduct further survey on pilots, aviation working teams and aviation organizations in order to find out any potential dangerous factors and their mutual relationships that might affect the safety of F-104 jet fighter. The aims of this survey are: (1) To investigate the nature of human error and understand potential elements than harm pilots, crew and aviation organization. (2) To specify the concept of CRM; it not only includes cockpit resources management but also crew resource management and corporation resource management. (3) To find out how to consolidate software, hardware, environment and human resources relation activities. (4) The result of this survey is able to improve the training program of Human Factors for Aviation Authority.
